Add Custom IP database support for private Hub

Hi,

Please Add Custom IP database support for private Hub,

For Example we have NIT_Hub in our College's Local Network, so we have IP range 192.168.192.0 to 192.168.193.255  inside Hostel no.1 , so when it reads that IP range it should show H1 instead of India (which we already know because w live in India )

So I tried to Edit the file "GeoIPCountryWhois.csv"  inside folder "ApexDC++" , but after restarting Apex its not showing proper info......

Please Help me with this

The way I see this should be done is basically start with an empty csv file and only add the rules you want to it. Trying to tweak the existing database will have a high risk of having some other/later rule overwrite your changes,
