What do you mean by 'to stop people spamming'?

Probably timer to stop CTM spamming to the hub, if you select many users/many users within some time etc.

I don't see the use for it tho, is it that hard to double click.?

Hmm... this feature of auto getting of filelists is basically there already, just only for the hubs you are an OP on. The check-users on join option, although that is rather different to what you are suggesting, which I don't see much of a use for.
