Browsers Don't work while Apex is running

Like the title says... while I have Apex running my internet access through any browser is spotty.

Most of the time I simply have no access through the browser. But occasionally they will both work at the same time. I cannot find a link between this and anything in Apex (whether I'm downloading or uploading anything for instance)

I'm connected to a university hub and nothing else.

uTorrent still works while apex is running, but nothing else that needs internet (all browsers and program updates).

Tell me what you think.

Something must be wrong with your system... or maybe your university network has the number of simultaneously open connections limited...?
