Can't connect to users of StrongDC++

I am in active mode and I can get search results from users of StrongDC++, but can't download anything from them. I can't even browse/get their file lists. Any attempt to download from them shows a file of Size: -1 B.

It seems you don't have correctly forwarded your TCP and TLS ports.

My router said they were, and Apex DC++'s "Check connection" link said they were, so I thought that they were, although my router's control software mentions UDP and TCP ports, but not TLS ports.

TLS is just another TCP port you need to forward.
