Windows Client Connection through WiFi Hotspot

Hello everyone: I'm currently trying to get a successful Windows client ApexDC++ connection using my smartphone WiFi hotspot. I can successfully connect to hubs, however I'm having difficulties when trying to connect to a user. Is this even possible to use this app with a WiFi hotspot (on Samsung Galaxy S II Skyrocket LTE 4G) internet connection? Any assistance or advice would be greatly appreciated. Thank you.
