[1.3.0] Newest Apex is using a very old version of GeoIPDatabase

I don't remember how old it was, but i think it was very old.

Newest version should be packed in each new version of Apex.

I second that. It would also be nice if it could be downloaded via update checker - or even downloaded and auto-installed via dht.

There's a link in Help menu to get latest version, but including an old version forces you to update GeoIP each time you install a new version of Apex.
