Is it posible to have a setting in Apexdc that makes the Limit of all users set to 10kb. Then if everyone using this client in hub would be set to 10kb min u/l speed to try to prevent leeching. I mean this option is set not optional as at present

It is. Connect to one hub, and have one slot open... and you'll be able to limit to 10k upload and 70k download.
