It seems like Apex checks the amount of free space on the drive that contains the income folder before moving a finished file from the incomplete folder to the income folder, which makes sense.
Unfortunately, when the incomplete folder and the income folder are on the same drive and that drive is full, a finished file will not be moved from the incomplete folder to the income folder although it only needs to be renamed.
