It means that on NMDC hubs you use your OS system default charset encoding. However, the ADC protocol allows the hub to utilise UTF-8 charset encoding. This is a real advantage for languages that require UTF-8 (Eastern European mostly).

You don't need to do anything with this option. It is there for when your system's default locale is not correct for a hub. For example, if you're visiting a Russian hub and you have American or English system you will need to change this to Russia - otherwise text won't appear correct.
