? Best way i've found to do it, while a bit long winded, seems to be the most secure. This way Apex isn't running as admin, and also you don't have to disable UAC:

A: Because of Vista/7's stringent security rules in the 'Program Files' or 'Program Files (x86)' folders, programs cannot write to their own system folders the way DC++ does. To overcome this issue, follow these steps:
- Navigate to C:\Program Files\(or Program Files (x86) if you're running x64)\
- Right Click the Apex DC++ folder
- click 'Security' or 'Properties'
- Make sure you're on the Security Tab
- Click 'Edit' in the middle of the window
- Click 'Add'
- Type in 'Everyone'
- Hit OK
- With 'Everyone' selected in the top portion, select 'Full Control' in the bottom portion, under 'Allow'
- Do that for all accounts listed in the top portion
- CREATOR OWNER may go blank (in the bottom portion), this is fine.
- Hit OK, Then Apply in the window under, then OK in that same window to close it.
- If it doesn't start working immediately, Restart DC++, it should now be able to write to its own program files folder.
Works flawlessly.
